Why can't the snowplow driver change the angle of the blade to avoid plowing snow into driveways?

The momentum needed to move snow requires maintaining speed, sometimes up to 35 mph. It is not feasible at this speed, considering the response time needed to change the blade’s angle. Changing the angle of the blade also shifts the weight of the trucks, which can be unsafe.
